Contractor Role: Fleet Transformation Manager

Location: Spain
Contract Type: Contractor / Interim (6 months)

Role Overview
The Fleet Transformation Manager will lead the end-to-end transformation of the company's global car fleet operating model. This role focuses on building a clean global fleet baseline, designing a global fleet policy, preparing and running the Fleet Management Company (FMC) RFP, and defining the operating model and transition roadmap. The position is critical to accelerating the fleet decarbonisation agenda, improving governance, and reducing operational fragmentation across 40+ countries.

Key Responsibilities
1. Diagnostic & Baseline
- Build a clean, global fleet baseline (vehicles, suppliers, usage, emissions).
- Consolidate data from 40 markets and identify gaps and inconsistencies.
- Map current operating model, leasing landscape, and admin workflows.

2. Fleet Policy & Operating Model
- Design the Global Fleet Policy including eligibility, approval flows, sustainability rules, and EV roadmap.
- Define global governance structure and clarify roles between global, regional, and local teams.
- Propose the FMC operating model: responsibilities, SLAs, KPIs, reporting.

3. FMC RFP Preparation and Management
- Build full RFP package: scope, processes, data requirements, KPIs, governance.
- Run FMC market assessment and identify qualified partners.
- Lead the RFP process until supplier selection.
- Prepare business case and CFO approval materials.

4. Sustainability & Emissions
- Define emissions reporting framework.
- Prioritise key markets (e.g., DE, TR, FR) based on emission intensity.
- Build a coherent EV transition roadmap.

5. Transition Planning
- Develop the transition plan from current decentralised setup to FMC-managed model.
- Define internal roles and responsibilities post-outsourcing.
- Prepare handover documentation.

Required Skills & Experience
- Strong experience in fleet management, procurement, or mobility transformation.
- Understanding of TCO models, leasing models, and emissions reporting.
- Experience running RFPs and negotiating with large service providers.
- Strong analytical and stakeholder management skills.
- Ability to operate in a multinational, fragmented environment.
